Now a days things like youtube and reddit have pretty much destroyed any interest in Public Access TV but back in the 80s and 90s if you were a crackpot with a flair for entertaining it was the place to be.

But as far as Window 10 goes I've heard a lot of good things. I mean I hear it's buggy as hell right now but most people like the new interface and features. My desktop/crappy gaming rig needs a new HD, so I might shoot for a completely fresh install in a few months when I can afford a new HD AND when most of the major bugs have been worked out.
